"My preferred focus is the need for federal enabling legislation to allow individual states to create true state-wide universal healthcare plans, especially single payer plans. Currently, no state can create state-wide universal healthcare without violating multiple federal laws, notably ERISA. With such federal enabling legislation, states can legally create only inefficient, multipayer plans with little chance and no working examples of better care to more people for less money. "
