The National Archive was unaware that documents were missing after they were turned in twelve hours after being found. Twelve hours and one year of withholding stolen documents is the difference between the former and current President. Another difference could be Trump's refusal to turn in subpoenaed documents and even after they were returned, more were found on the Mar-a-Lago property. The two cannot be compared but an investigation will still be held.
