Rudy Giuliani has reportedly discussed a blanket preemptive pardon from Donald Trump to be issued in the last seven weeks before leaving office. It isn't as of yet clear whether Giuliani brought the idea to Trump or whether Trump brought it to Giuliani, but there was more than one conversation about it. Rudy hasn’t yet been charged with anything and it’s unclear what he might face charges for. We know that Giuliani was being investigated last summer by federal prosecutors for maybe violating lobbying law through his work in Ukraine. The proposed pardon would be an open-ended and preemptive pardon for all potential federal crimes, leaving the possibility open for state-level indictments.
Trump is also considering preemptive pardons for some of his children as well as his son-in-law, Jared Kushner. Last week, Trump issued a pardon for his former national security adviser, Michael Flynn. On top of this, it is being reported that the US Justice Department is investigating a possible cash for pardon scheme. Prosecutors in Washington say they’ve obtained evidence of a bribery scheme that “would offer a substantial political contribution in exchange for a presidential pardon or reprieve of sentence.” It’s so far unclear whether Trump knew about the scheme but it wouldn’t be at all surprising if he did.
