FSTV is a 501(c)(3) nonprofit public interest broadcaster. We follow strict FCC guidelines to ensure all underwriting messages are educational and non-commercial—but that doesn’t mean they aren’t powerful. Your message becomes part of the story, and part of the movement.

Mission-Aligned Underwriting Guidelines
At FSTV, we seek underwriting partners who share our commitment to advancing social justice, civic engagement, and equity. Mission-aligned underwriters are organizations and companies whose values and actions support the public interest, promote sustainability, and foster community well-being. Examples include:
- Advocacy groups, nonprofits, and foundations dedicated to social justice, environmental protection, or public health.
- Businesses with demonstrable commitments to diversity, equity, and inclusion in their practices.
- Organizations offering services or products that contribute positively to society, such as renewable energy companies, fair-trade businesses, or community development initiatives.
- Fair-Trade and Ethical Brands might include: clothing, food, or household product companies committed to ethical sourcing and fair labor practices.
- Educational Institutions and Organizations: Universities, training programs, or nonprofits promoting literacy, access to education, or lifelong learning.
- Health and Wellness Initiatives: Organizations focused on public health, mental health resources, or accessible healthcare services.

To maintain our integrity and adherence to our mission, FSTV does not accept underwriting from entities whose actions or practices conflict with our core values. These include:
- Corporations involved in activities harmful to communities or the environment, such as fossil fuels, private prisons, or predatory lending (gold and cryptocurrency).
- Entities that promote discriminatory policies or practices.
- Organizations that engage in partisan political campaigns, ensuring FSTV remains nonpartisan and focused on serving the public good.
- Car Dealerships: Unless the dealership specializes in electric or hybrid vehicles, their alignment would depend on the manufacturer and their environmental record. Dealerships heavily associated with fossil fuel consumption might not meet our standards.
- Fossil Fuel Companies: Oil, gas, or coal producers whose practices contribute to environmental degradation.
By partnering with organizations and companies whose missions align with ours, we amplify shared goals while staying true to our commitment to fearless, independent media. We encourage potential underwriters to discuss their mission and practices with us to determine alignment. When in doubt, we evaluate each potential underwriter based on their demonstrated commitment to equity, sustainability, and social responsibility.
Length and Content
An FSTV underwriting message (credit) is 15 seconds long, measured as 55-58 syllables. It begins with a preamble from FSTV, then the legal name of the organization purchasing the underwriting. It’s followed by a line or two that describes the product, service, or mission of the underwriter followed by the website or location. A trademarked slogan/tagline may be used following the URL. A campaign or promotional tagline may not be used.
FCC Guidelines
Underwriting credits acknowledge organizations that fund public television programming. Federal law mandates this identification, and further allows for the non-promotional description of your products and services as the underwriter. The stated guidelines assist FSTV and all of our underwriters in developing credit language that complies with FCC and IRS regulations while maintaining integrity that is consistent with FSTV programming content.

Prohibited Language
Copy may not be promotional, refer to pricing, sales or fundraising for an organization, compare your business or products to others, offer an inducement to buy, offer free admission, or ask for an RSVP. A message may not use certifications like award-winning, board-certified or family-owned. First person words may not be used as it implies an endorsement: I or we. Speaking to the audience (you) is not allowed. Messages that advocate for political, religious or social causes and/or language that is inconsistent with FSTV’s broadcasting mission may not be used.
Permitted Language
Name, location, years in business. Informational descriptions of product line or service. Brand and trade names. Days/dates of event. Trademarked slogan/tagline which begins with the organization’s name and identifies but does not promote or compare the product or business; plus it has been in use for sufficient time and is recognized by the public as synonymous with the underwriter (see above).
Production Process
Once copy is approved by both the underwriter and FSTV, the FSTV Account Manager will produce the spot. Please allow three business days for a spot to be produced. If the underwriter wishes to watch to the spot before it airs, please allow a few extra days for FSTV to produce the spot. FSTV talent will record a cold read designed to fit into the presentation of the station. Should an error be made by FSTV, we will re-produce the spot as quickly as possible.
