The federal reserve raised interest rates again. This is a statement - he is saying we're going to introduce a recession to reduce inflation. It's the wrong solution. The 3 things causing the inflation are the pandemic (a suppression of demand), supply issues (the China shutdown & war in Ukraine), and the money sloshing around the economy from the stimulus.
